Texas Index
The Texas Index 2007 [2MB PDF] provides trend data for 42 economic indicators across four domains: Training and Education; Research and Development; Market Composition and Characteristics; and Participant Access and Contribution. In addition to updating Texas’ data for each of the indicators, this year the Index includes comparative data from other states as well as several new indicators in the Participant Access and Contribution domain.
Changes in the four domains are indicative of:
- Intellectual capital and the availability of a well-educated population to support innovation and commercialization.
- Human capital and the availability of a well-trained labor supply to support the business needs of employers, and increases in worker productivity.
- Financial capital and the availability of funds to support both basic and applied research, as well as product commercialization, firm birth and growth, continued innovation and increased competitiveness in the global marketplace.
The Index tracks system-level success by monitoring a series of economic indicators that may, over time, demonstrate the linkage of workforce programs and services to state-level economic success. In the short-term, it provides an indication of the state’s general workforce, education and economic health.
Texas Workforce System Program Directory
The Texas Workforce Development System Program Directory 2007 (Directory) [649KB PDF] The Texas workforce system is comprised of a number of programs, services and initiatives administered by eight state agencies that assist Texas' current and future workers to secure competitive and sustainable employment. The directory is designed to aid system partners and stakeholders to better understand funding information and performance data on 20 workforce programs, as well as five academic education programs at the secondary and postsecondary levels. Information and data from these five programs assists in understanding the scope and effort of program delivery through high schools and community and technical colleges, and these entities' efforts to prepare students to transition to further education or enter the workforce.
The Directory is organized into three sections that focus on programs designed to serve adults, adults with barriers, and youth. The Directory provides program and funding details, functionality and performance measures for the education and training programs included in the workforce system and evaluated by the Texas Workforce Investment Council. The Directory serves as a companion document to the workforce system strategic plan, Destination 2010: FY2004–FY2009 Strategic Plan for the Texas Workforce Development System.
Evaluation Report – Accomplishments and Outcomes of the Texas Workforce Development System
The 2007 Evaluation [984KB PDF]is a series of report cards that capture at both the program and system levels those critical outcomes that the Texas workforce system delivers through the efforts and actions of eight partner agencies and the delivery arms of those agencies – local workforce development boards and workforce centers, community and technical colleges, correctional facilities for adults and youth, and independent school districts across Texas.

The Welfare to Work Initiatives in Texas Report 2007 [457KB PDF] is the Council’s seventh annual report on the status of welfare to work programs. The report gives a concise overview of the relevant initiatives that directly and indirectly serve recipients of Temporary Assistance for Needy Families.

Potential Regional Economic Boundaries in Texas: An Analysis in Light of Current Patterns and Linkages in Business Activity [4MB PDF] is a December 2007 report prepared for the Council by The Perryman Group. The purpose of this report is to provide an updated analysis of the State and its economic regions to inform the discussions of state and local leaders as they seek to position Texas’ regions to compete successfully in a global economy.
The Texas Industry Cluster Initiative State of the Workforce report [130KB PDF] provides an update on regional industry cluster initiatives in Texas, and the degree to which they align to and complement the statewide target industry cluster initiative announced by Governor Rick Perry in October 2004. This report is organized into six sections and summarizes the responses of the surveys, in both text and table form, of a survey administered by the Texas Workforce Investment Council and completed by all 28 local boards and six of the eight Metro 8 Chambers.
The Fiscal Year 2007 Annual report [830KB PDF], is an annual report for the Texas Workforce Investment Council (Council) summarizing the Council’s activities and products from the previous fiscal year. The report describes the Council’s responsibility for each of its four primary roles in the workforce system, and emphasizes a particular product or activity that demonstrates the Council’s work in that area.
Issues in Welfare to Work: A State of the Workforce Report on State Issues Arising from TANF Reauthorization [125KB PDF], is organized in four sections. The Introduction states the purpose, scope and structure of the report and offers a short history of welfare reform and Temporary Assistance for Needy Families (TANF) in Texas. The second section, Issue Briefs and Options Analysis, analyzes the changes in legislation due to the recent reauthorization, and presents options available to Texas. The third section, Recommendations, makes recommendations, which if implemented, will assist in alleviating the impact on Texas of the changes in the reauthorized legislation. The fourth section, Appendix A-data of Texas' Welfare Population presents data charts and tables of current population demographics of the TANF program and the State Program, referenced in the report to illustrate and support the issues. This report has a companion report, Welfare to Work Initiatives in Texas Report 2006, which is located under "Council Publications," on this website.
Demographics and Trends in the Welfare Population: Report 2005 [184KB PDF], is a companion piece to the Welfare to Work Initiatives in Texas report 2005; and is divided into two main sections. The first section analyzes population trends of Temporary Assistance for Needy Families (TANF) and the State Program (SP), the cash grant program for two-parent families. It also analyzes caseload data, presents demographic information, and examines the state economy and the Choices program, the training and employment program serving the TANF and SP populations. The second section includes a discussion of the TANF reauthorization efforts in the 109th Congress and presents a side-by-side comparison of the House and Senate bills in their current form.
Employer Services (April 2006) [101KB PDF] is an assessment, conducted by the System Integration Technical Advisory Committee, of the system's current capacity to serve employers. This briefing paper provides summary information on the programs, services and initiatives administered by workforce system partner agencies.
A First Look at Critical Issues Surrounding Adult Education and Literacy in Texas [4.7MB PDF], is a Texas Workforce Investment Council (Council) report mandated by Senate Bill 280, 78th Legislature, Regular Session, to evaluate adult education and literacy programs administered by the Texas Education Agency and the Texas Workforce Commission by December 31, 2003. In its research, the Council focused on three aspects of adult education and literacy: (1) Funding; (2) Outcomes; and (3) Service Delivery. In this report, the Council makes two recommendations for improving the status of adult education and literacy in Texas and suggests strategies to support both recommendations.
