Program Application

Purpose

The Defense Economic Adjustment Assistance Grant (DEAAG) was created by the 75th Texas Legislature to provide state funding for the purposes of acquiring federal grant assistance or for sharing in the cost of redevelopment of communities that have been adversely affected by defense downsizing. The program is authorized by Senate Bill 227, passed by the 75th Texas Legislature. The Act is contained in Chapter 486 to the Texas Government Code. The administrative rules governing the program are contained in 10 TAC 174.1-174.11. The application establishes eligibility for the program and provides the approving authority information necessary to evaluate the project. Potential applicants should review Senate Bill 227 and 10 TAC 174.1-174.11 to determine eligibility for assistance.

Administrative processing of applications for defense grants within the department is the responsibility of the Office of Defense Affairs. Applications will be accepted on a continuous basis. The Executive Director will appoint a Review Panel to evaluate each application. Once the Review Panel has recommended that an application should be submitted to the department's governing board for approval, a team will meet with the applicant to negotiate an agreement regarding the grant. The agreement will be contingent on the approval of the governing board. Successful awards will depend on community eligibility, project qualification in accordance with the implementing statute and rules and the description of the project and financing package necessary to support the project. All applications for projects should be stand alone; no assumptions should be made regarding follow-on funding for phased projects.
