3. How is a law made or changed?
A law can only be made or changed through the legislative process. State legislators meet every two years in a legislative session to introduce new bills or amend existing laws. The Governor has the final authority to veto any bill that is passed through the House and the Senate.

12. What is the process to obtain a pardon from the governor?
Contact the Board of Pardons and Paroles at (512) 406-5852 for more information and assistance on applying for a pardon.
13. Where can I get assistance to pay my utilities?
Financial assistance for utilities may be available at the local level. There is an Information and Referral number for your county that could advise you on any help that might be available. Also, you may contact Texas Department of Housing and Community Affairs, Energy Assistance Program at (877) 399-8939.
14. What state agency handles issues regarding a phone company?
Concerns or complaints against phone companies go through the Public Utility Commission at (888) 782-8477.
15. Can Governor Perry assist me in resolving a legal matter?
Governor Perry's Office does not have the authority to intervene or represent a constituent in legal matters. Contact the State Bar of Texas for a lawyer referral at (800) 204-2222.
16. Does Governor Perry ever talk directly with citizens who call his office?
Governor Perry designates qualified staff to accept phone calls on his behalf. Any request to speak or meet with the governor personally should be submitted in writing.
17. Where do I go if I have concerns regarding the treatment of an inmate at TDCJ?
The Texas Department of Criminal Justice has an ombudsman that can assist with inquiries and complaints of this nature. The number is (936) 437-6791.
18. How do I resolve a problem with my city/county government?
City/county government issues should be resolved at the appropriate local level. The mayor is the highest authority at the city level, and the county judge is the highest authority at the county level.
19. Can Governor Perry help me with an immigration issue?
Because immigration is a federal issue, Governor Perry does not have the authority to intervene in this matter. Immigration and Naturalization Service should be contacted at (800) 688-9889.

20. Can Governor Perry help me get my child support?
The Governor's Office is independent of the Attorney General's Office. One must continue to work with that agency to resolve the problem. We can take your information and forward it to the Attorney General's Office and they will call you.
