Gov. Perry Appoints Nine to the Industrialized Building Code Council

AUSTIN – Gov. Perry appointed nine to the Industrialized Building Code Council. The council oversees the inspection of industrialized housing and buildings to ensure that state standards are enforced..

Marty Garza of San Antonio is a vice president of Centex Construction Company. He serves on the board of the Real Estate Council of San Antonio and the North San Antonio Chamber of Commerce. He volunteers with the Knights of Columbus and the Economic Development Foundation of San Antonio. Additionally, Garza is a member of the San Antonio and Austin chapters of Associated General Contractors. Garza received a bachelor’s degree from A&M University. He is being reappointed for a term to expire Feb. 1, 2009.

Joe Campos of Dallas is president of Campos Engineering. He is a board member of the Council of Engineering Companies and member of the Society of Hispanic Professional Engineers. He also volunteers with the Saint Vincent DePaul Society, Saint Monica Catholic Church Premarital Counseling Program and the Dallas Independent School District Student Mentor Program. Campos is a graduate of the University of Texas at El Paso. He is being reappointed for a term to expire Feb. 1, 2009.

Fred Wilson Jr. of Lubbock is president of Wiltech Industries. He is a director of the Texas Association of Builders and the National Association of Home Builders. He is also a member of the International Code Council, and a member and past president of the West Texas Home Builders Association. Additionally, he serves on the advisory board for Habitat for Humanity. Wilson replaces James Kingham of Nacogdoches. His term expires Feb. 1, 2009.

Ravi Shah of The Colony is a building official for the City of Carrolton. He is vice president of the North Texas Chapter of International Codes Council, and member of the International Conference of Building Officials and Southern Building Code Congress International. He is also a member of, the Building Officials Association of Texas and American Institute of Architects-Dallas. Shah received a bachelor’s degree from the University of Texas at Arlington and is a certified building official. He is being reappointed for a term to expire Feb. 1, 2009.

Michael Mount of McKinney is the president of Indicom Buildings. He serves as the president of the Modular Building Institution, treasurer of the Shoal Creek Homeowners Association and is on the advisory board of the Wesley United Methodist Church. Mount received a bachelor’s degree from the University of Arizona. He is being reappointed for a term to expire Feb. 1, 2009.

Mark Delaney of Tomball is vice president of Williams Scotsman. He is a member of the Modular Building Institute, Texas Association of School Building Officials and the Texas Association of School Administrators. He received a bachelor’s degree from Texas State University. He is being reappointed for a term to expire Feb. 1, 2009.

Rolando Rubiano of Harlingen is an owner of Rubiano Green and Associates. He is a member of the American Society of Civil Engineers, Texas Society of Professional Engineers and American Concrete Institute. Additionally, he serves as the chair of buildings and grounds for St. Joseph Academy, council president of St. Anthony School and vice chairman of the Texas State Technical College advisory committee. He received his bachelor’s degree from The University of Texas at Austin. He replaces Davy Beicker of San Antonio. His term expires Feb. 1, 2009.

Larry Wilkinson of Friendswood is director of community development for American Homestar Corporation. He is a member of the Coastal Conservation Association, National Rifle Association and Ducks Unlimited. Wilkinson received a bachelor’s degree from The University of Texas at Austin. He replaces Doug Robinson of Coppell. His term expires Feb. 1, 2009.

Robert L. Bowling IV of El Paso is president of Tropicana Building Corp. He is past president of the Texas Association of Builders and El Paso Association of Builders. He is vice president of the National Association of Builders, and a member of the Better Business Bureau and El Paso Chamber of Commerce. Additionally, Bowling volunteers as a basketball coach for the YMCA and St. Clement’s Parish School. He received a bachelor’s degree from the University of Texas at Austin. He replaces Gary Purser of Amarillo. His term expires Feb. 1, 2009
